The following NTT East telephones can be found on streets and other locations for public service.
Public telephones with a red emergency call button:
Lift the receiver, press the emergency call button, and dial the emergency number (e.g., 110, 119).
Public phones without a red emergency call button:
Lift the receiver and simply dial the emergency number.
Telephone cards can be purchased at NTT East or NTT CARD SOLUTION service counters, convenience stores, kiosks at train stations, and other telephone card dealers.
Besides purchasing standard telephone cards, you can also order your own original designs.
For example, you can print your company name or message onto a card of your choice from over 10 basic designs offered by the Model Design Card service. Orders start from 30 cards (from ¥25,000 [non-taxable] for one color) and take a week or so to be ready. Other options include printing in multiple colors or with personal photographs.
You can also choose from Free Design Cards to customize as you please. Also available are Auto-Dial Cards which automatically connect you to a pre-registered telephone number when inserted into a public telephone.

The Telephone Card Exchange Center will handle the exchange of IC telephone cards. Customers who have IC telephone cards and wish to receive equivalent call units are requested to fill in the required details on the designated application form and send it to the Telephone Card Exchange Center together with the IC telephone card by postal mail.
